Is this gold jewelry price fair in Saudi Arabia?
Saudi Arabia applies the highest jewelry VAT in the Gulf, which makes it the market where guessing goes most wrong. At 15%, the tax on a piece is large enough that subtracting the gold value from the ticket and calling the rest 'making charge' can overstate the workmanship by half again. Enter your figures and this page removes the tax first.
Is this gold jewelry worth the price?
Enter what you have been quoted. Serafa works out what the gold in the piece is actually worth, what making charge that price implies once tax is taken off, and how both compare with what shops in your market typically charge.
SAR
15% VAT, tripled in 2020
VAT arrived in Saudi Arabia at 5% in January 2018 and was raised to 15% on 1 July 2020. Gold jewelry is taxed at the standard rate, in practice on the full transaction value at retail. Investment-grade gold — bars and coins of at least 99% purity tradable on the global bullion market — can qualify for zero-rating under ZATCA's rules for investment precious metals. This single rule is the main reason retail jewelry prices here sit further above the raw metal value than in VAT-free Qatar or Kuwait.
What that does to a real ticket
Take a piece with 8,000 riyals of gold in it, sold with a 1,000 riyal making charge. The ticket is 10,350 — the tax alone is 1,350, more than the workmanship. Work backwards without removing it and you would conclude the shop was charging 2,350 for labour, more than twice the real figure, and go into a negotiation arguing about a number that does not exist. This page does the reversal for you and shows the tax as its own line.
21K is the standard, and the karat is stamped
Most Saudi jewelry is 21K (875), with 22K and 24K available and 18K common in stone-set and branded pieces. Saudi hallmarking standards require the purity to be stamped, so the karat on a piece is verifiable rather than a matter of trust — check it before comparing prices, because purity changes the gold value proportionally.
Negotiate the workmanship, not the gold
The gold souqs in Riyadh — Al-Dirah in particular — Jeddah and Makkah remain central to how people buy, alongside a growing number of branded chains. Because both VAT and the making charge sit on top of the metal price, and the metal price is fixed by weight and purity on the day, the workmanship fee is the only part of the ticket that is genuinely open. Knowing what it is, as a number, is the whole of the negotiation.
Frequently asked questions
How much VAT is charged on gold jewelry in Saudi Arabia?
15%, raised from 5% on 1 July 2020, generally applied at the point of retail sale on the full value including the making charge. Investment-grade bullion — bars and coins of at least 99% purity tradable on the global market — can qualify for zero-rating under ZATCA rules.
Do Saudi jewelry prices include VAT?
Retail prices quoted to consumers are tax-inclusive, so leave this page's 'price already includes tax' setting on unless you have been given an explicit pre-tax figure. Getting that setting wrong at a 15% rate changes the implied making charge substantially.
Why does the same piece cost more in Riyadh than in Doha?
Principally the 15% VAT, which Qatar does not levy at all. The gold itself costs the same — both currencies are dollar-pegged and both markets price off the international rate — so the difference is tax plus whatever the two shops charge for workmanship.
