Making Charges and Sales Tax Vary by Retailer

Pakistan does not layer a single uniform VAT onto the quoted bullion rate the way the Gulf VAT states do. The published Sarafa rate is the metal value; on top of it a buyer pays the jeweller's making charge (typically 1–25% depending on the design and shop) and applicable sales tax, which varies by province and retailer — Sindh Sales Tax on services, for example, differs from what applies in Punjab, and mall showrooms tend to charge more than traditional bazaar shops. Imported gold also carries customs duty and taxes that feed into the landed cost. Because these add-ons are not standardised, always ask for the making charge and tax to be itemised separately from the metal value before buying.

22K and 24K Are the Common Standards

22-karat (91.6% pure) gold is the standard for Pakistani wedding jewellery, bridal sets, and everyday wear, alloyed with copper and silver for durability. 24K is quoted and traded for investment and for the daily benchmark rate, while 21K and 18K also appear, the latter in lighter and stone-set designs. The tola (11.664 g) is the dominant unit — rates are headlined per tola and then broken down per 10 grams and per gram. Confirm the purity stamp on any piece and get a receipt itemising weight, karat, and making charge.

The Karachi Sarafa Rate and a Floating Rupee

Pakistan's national gold rate is set by the All Pakistan Sarafa Gems and Jewellers Association (APSGJA) from wholesale trading in Karachi's Sarafa Bazaar — most of the country's bullion enters through Karachi's port, which is why the city sets the benchmark other cities follow. That local rate is derived from the international spot price converted at the USD/PKR exchange rate. Since the rupee floats (it moved to a largely market-determined rate under Pakistan's 2023 IMF programme), a weakening rupee pushes the tola price up even when the global dollar price is flat — so sharp local price jumps often reflect the currency as much as the metal.

Buying Gold in Pakistan

Gold is central to Pakistani weddings, where bridal sets are a customary gift, and demand concentrates around the wedding season and Eid. The Sarafa bazaars — Karachi's above all, along with markets in Lahore, Rawalpindi, and other cities — are where rates are set and most traditional buying happens, alongside branded showrooms in malls that offer fixed, certified pricing. Rates are quoted per tola first, and shoppers routinely compare the day's tola rate across shops, treating the making charge rather than the metal value as the negotiable part of the price.

Because the rupee floats. The local tola price depends on both the international dollar gold price and the USD/PKR rate, so when the rupee weakens the local price rises even if the global price is unchanged. Making charges and provincial sales tax are added on top and vary by retailer.
